O’Neil fights inside the swamp’s central root arena, calling soldiers and spreading rot with wide standard attacks.

Starting Site of Grace: Inner Aeonia
Reach Caelid by following the northeastern Limgrave road past Summonwater Village and Smoldering Church. Follow the western Caelid road south toward the Swamp of Aeonia and activate Aeonia Swamp Shore beside its western edge.
Ride east into the swamp toward the enormous dead-root cluster. Use the dry islands and exposed ground for stops, and avoid dismounting or rolling in Scarlet Rot water.
Find Inner Aeonia grace beside the root-covered central arena. Rest here before approaching Commander O'Neil, the armored commander carrying a large red battle standard.
Defeat Commander O'Neil and his summoned support as needed. The victory awards Commander's Standard and the Unalloyed Gold Needle directly. The surrounding enemies are not a random weapon farm.
Commander Niall at Castle Sol is a different boss. His lightning-leg equipment is not the reward from this encounter.

Notes
The direct rewards are Commander’s Standard and the Unalloyed Gold Needle.
Take the damaged needle to Gowry if following Millicent’s quest. Winning this fight does not repair it by itself.
Speaking to Gowry can make Polyanna’s gold summon sign available for the encounter.
Watch the summoned soldiers before committing to O’Neil. New support can change a safe approach into a crowded one.
His wide spinning attacks spread danger around the body. Back out before trying to land another short hit.
Use the dry ground and avoid rolling in the swamp. Scarlet Rot from the approach can continue draining HP during the fight.
Commander Niall in Castle Sol is a separate boss. His lightning-leg weapon and secret-medallion route do not come from O’Neil.
