A Fallingstar Beast occupies the impact crater below the staircase into the Capital Outskirts.

Before you go
Reach Altus Plateau.
Reach Altus Plateau through the Grand Lift of Dectus or Ruin-Strewn Precipice and activate Altus Highway Junction on the eastern highway.
Ride southeast from the junction toward the ground below the great staircase leading into the Capital Outskirts.
Look for the small impact craters and Starcallers, then enter the large crater south of the staircase for the Fallingstar Beast.
Fight inside the crater with room to avoid its charges. The two Tree Sentinels at the top of the staircase are a separate encounter.

The fixed materials include Somber Smithing Stone [5], five Smithing Stone [6], ten Gravity Stone Fans and ten Gravity Stone Chunks.
This encounter does not award Fallingstar Beast Jaw. That weapon belongs to the Full-Grown beast on Mt. Gelmir.
Deal with nearby soldiers or Starcallers if they are following you into the fight.
Watch for the charging body and avoid being pinned against the crater rim.
The path to the capital remains usable without killing this beast. The Tree Sentinels above are separate enemies.
