In western Liurnia, ride north from Temple Quarter toward the rocky island west of Raya Lucaria. Defeat Glintstone Dragon Smarag beside the bodies holding the Academy Glintstone Key. Taking the key without killing him does not unlock the incantation.

Defeat Smarag for one Dragon Heart and the option to buy Smarag’s Glintstone Breath at the Cathedral of Dragon Communion for two hearts.
You can take the Academy Glintstone Key without defeating the dragon. The academy entrance does not require this victory.
The blue breath is magical. Do not choose protection solely because it resembles a fire-breathing dragon.
Move out of the breath’s line before casting. Standing at range directly in front of the mouth is not a safe position.
Watch the feet and tail when attacking from underneath. Staying close does not remove the physical attacks.
This is Smarag beside the lake, not Adula at Three Sisters or Moonlight Altar.
