The Apostle waits at the highest windmill above Dominula, using a twinblade and black flame before stretching into longer attacks.

Before you go
Reach Altus Plateau.
Reach Altus Plateau with the Dectus Medallion halves from Fort Haight and Fort Faroth, or defeat Magma Wyrm Makar at the top of Ruin-Strewn Precipice.
From Altus Highway Junction, follow the road north past the map monument to Forest-Spanning Greatbridge. The waygate beside that grace brings you to the northern end of the broken bridge.
Leave the northern bridge end and follow the road east across northern Altus, toward the windmills. At the village junction, take the uphill path through the wooden entrance arch and activate Windmill Village grace.
From Windmill Village grace, climb the main village path past the dancing celebrants. Stay on the rising path toward the highest windmill rather than the separate pastures along the northern road.
Defeat the Godskin Apostle at the top. This encounter awards Godskin Peeler and Scouring Black Flame together; it does not require finishing Millicent's quest or defeating Radahn.

Millicent’s quest is unnecessary for the rewards. Her later presence at Windmill Heights is a separate quest step.
Sleep can create a long opening. A Sleep Pot is one option if you have the recipe and materials.
Watch for the black-flame projectile when backing away to heal. Distance does not remove the need to wait for an opening.
When the Apostle stretches, the weapon can reach much farther than in the opening exchanges. Watch the upper body rather than judging range from the feet.
The dancing celebrants along the approach are separate enemies. Stay on the climbing main path to reach the highest windmill.
This is a different Apostle from the one in Caelid’s Divine Tower basement, which has the armor and greatsword rewards.
