Reach the northern Capital Outskirts and follow the road northwest of Leyndell's outer wall to Hermit Merchant's Shack.
Activate its grace and visit during the day to find the merchant at his camp.
If you choose to kill him, collect his bearing and offer it to the Twin Maiden Husks at Roundtable Hold.
