From the manor entrance grace, climb the main staircase to the upper dining room. Walk toward the corpse at its far end to trigger Inquisitor Ghiza's invasion.
Defeat Ghiza to receive his wheel. The long tables provide space to retreat from its spinning attacks. You do not need to join Tanith or enter the prison-town dungeon for this encounter.
