Ride into northwestern Dragonbarrow and find the Isolated Merchant's Shack beside the road west of the Minor Erdtree.
Activate the grace beside the shack and visit in daylight so the merchant is present.
If you choose to kill him, collect his bearing and offer it to the Twin Maiden Husks at Roundtable Hold.

The Bell Bearing Hunter appears here at night and gives Gravity Stone Peddler's Bell Bearing instead. It is a separate reward from this merchant's bearing.
