Starting Site of Grace: Summonwater Village Outskirts

Follow the eastern Limgrave road to Summonwater Village Outskirts and activate the grace.
Walk into the flooded village and look for the turtles among the shallow pools and broken walls.
Defeat the ordinary turtles and collect their drops. Rest at the outskirts grace to bring them back.
Stay clear of the Tibia Mariner's position if you only want the material. Winning that boss fight is not required.

Starting Site of Grace: Church of Vows

Before you go

Reach the Church of Vows on the eastern plateau above Liurnia's lake and activate the grace.
Pass time until night, then rest again and approach the church. If Miriel is still there, speak to him and reload the area at night until the Bell Bearing Hunter appears.
Defeat the hunter for the Meat Peddler's Bell Bearing. Give it to the Twin Maiden Husks at Roundtable Hold to unlock unlimited purchases of this meat.
Buy Turtle Neck Meat from the unlocked main shop for 1,200 runes each.
