From the First Step, head north to the ruined Church of Elleh and speak to Kale at the campfire.
Speak to the merchant, choose Purchase and buy Bolt for 40 runes each.

Ordinary crossbows have no attribute scaling. Raising Strength or Dexterity beyond their requirements does not add ordinary scaling damage to this bolt.
Carry up to 99 of this type. A burst crossbow spends several bolts per burst, so an almost empty stack may not supply a full volley.
